The mobile app requires an active carrier connection to make and receive calls, since calls are placed through your device's phone number rather than over the internet.
However, if you have a WiFi or data connection without voice service, you can still use the app to send and receive text messages, check voicemail, and view call history. For internet-based calling without carrier service, use the desktop or web app instead.
